Abstract

This paper examines accelerating Indonesia's Hajj economic ecosystem to strengthen the globally competitive halal industry, leveraging the country's position as having the world's largest Muslim population. Using qualitative research with descriptive-comparative analysis, the study employs Islamic economics, sustainable development, and Map Strategy frameworks. Data derives from stakeholder dialogues and policy documents. Findings reveal structural challenges including limited system integration and inter-institutional synergy, though SWOT analysis identifies significant strengths in pilgrim potential and regulatory support. Map Strategy application recommends transformation through four perspectives: finance (productive investment), customers (service improvement), internal processes (digitalization), and learning-growth (innovation). The study proposes establishing a Hajj Economic Development Authority, developing a "Hajj-Halal Ecosystem" digital platform, and strengthening halal economic diplomacy. This research contributes a sharia-based, sustainable integration model connecting the Hajj economy with the halal industry.
