Analysis of Good Governance in the Implementation of Hajj and Umrah in Indonesia

The organization of the Hajj and Umrah pilgrimage in Indonesia is very complex, involving regulations, infrastructure, services, and fund management. The increasing number of pilgrims poses significant administrative and operational challenges. This study analyzes the governance of the organization of the Hajj and Umrah using a qualitative approach through literature studies and policy analysis. The results reveal major challenges such as limited quotas, high costs, overlapping regulations, and the rise of illegal Umrah organizers. Service constraints include accommodation, transportation, and health. However, there are opportunities for improvement through digital technology, cooperation with Saudi Arabia, and education and certification of organizers. The application of the principles of good governance—transparency, accountability, participation, and responsiveness—is essential to improving the quality of service and maintaining the trust of pilgrims. With good governance, the organization of the Hajj and Umrah is expected to be more effective, efficient, and fair for all Indonesian Muslims.
